One effect is one cue. A grand entry that starts with fog, moves to sparklers and ends with confetti needs each machine timed to the music and someone watching each one. Every layer you add brings more equipment and more people on the floor.
On the busiest winter wedding dates, the same equipment is wanted at several venues on one evening, which affects pricing. A late-night reception entry, or one that needs the crew to stay on for a second function, also adds to the quote.
